Curiously there are several varieties of rust. Each occurs in response to certain weathering effects, the amount of available oxygen, presence of impurities and what sort of water is present.
One variety even produces a coating which then acts as a permanent anti-rust shield and has been experimented with on several North Sea oil and gas platforms instead of paint.
Other sorts of rust can seed and expand from the minutest speck of itself and is responsible for spalling off paint in almost every case that happens. To avoid this it is necessary to wash the scrupulously cleaned metal with distilled water for several days before sealing it off under a new coating. Even phosphoric acid rust-proofing doesn't work as well as that.
As for the new finish they are applying to the Forth bridge, I assume they have found a new way to prevent this type of rust starting - otherwise their efforts are doomed. The expansive pressure of growing rust is immense and once started will shift any coating.
I rather think, that if you leaf through Usky's rusties you will probably see examples of all the different sorts of rust. There seem to be several different types in the above image.
