In Photoshop, you can play with flashes like that. A picture sometimes turns out very nice if you add some "sunbeams" but of course, then you can choose where to put them and how much they will beam.

They do say that the city wastes an immense amount of power at night time keeping the lights on in offices etc - not sure what we can do about that beam though!!

Would there be a way (eg a pre-set scene mode) for the DMC-TZ5 (is that what you used here? ) to brighten/lighten the surroundings (buildings etc) at the time of taking the picture? And can the surroundings (to the sun glare) be lightened by Photoshop?

The answer to both is "yes".
The camera has the ability to add "back light" to brighten the background.
You can adjust all kinds of things in Photoshop.
